New York City (NYC) is experiencing a syphilis outbreak among men who have sex with men (MSM). Primary and secondary case rates for this group have increased from 2.7/100,000 in 1999 to 15.8/100,000 in 2004. In response to this outbreak the New York City Department of Health and Mental Hygiene, Bureau Sexually Transmitted Disease Control sought the involvement of communities affected by syphilis in the development, delivery and evaluation of culturally competent syphilis elimination interventions and their evaluation.
